The Attorney General’s conclusion that the tax exemptions applicable to the sales tax apply to the new value-added tax (VAT) creates uncertainty regarding the application of the VAT. The tax authorities must follow the Attorney General’s Legal Opinion or file a bill before the Congress to amend the VAT law.
